CCAIA Attended Online Hearing on PVC Anti-dumping Case Organized by Indian Ministry of Commerce and Industry

On June 12th, the PVC anti-dumping case hearing organized by the Indian Ministry of Commerce and Industry was held online. The meeting was attended by the Indian Ministry of Commerce and Industry, Indian producers and downstream industry chain companies, stakeholders from various regions, the China Chlor Alkali Industry Association (CCAIA), and major Chinese PVC manufacturers and relevant law firms involved in the anti-dumping response work. Zhang Peichao, Vice President and Secretary General of CCAIA, Zheng Jiebin, Vice Secretary General, Wang Lili, Director of the International Cooperation Working Committee, and Wang Yang, Vice Director of the Information and Marketing Department, participated in the meeting. Among the representatives of various stakeholders who expressed their respective views at the hearing, Secretary General Zhang Peichao made a non-damaging defense speech on behalf of the domestic industry. The arguments included: 1. The Indian government's excessive protection of the domestic PVC industry is not conducive to the sound development of the Indian industry; 2. In China, PVC is manufactured to mainly meet domestic demand and is not dumped into India; 3. As there is a long-term gap between the demand in the Indian market and the domestic industrial output, restricting imports is not conducive to the healthy development of upstream and downstream industries in India. Strengthening cooperation and exchanges is more conducive to the sustainable development of the industry based on the complementarity of the chlor-alkali industries of China and India. Finally, CCAIA strongly recommends that the Indian Ministry of Commerce and Industry terminate the current anti-dumping investigation on PVC.
