On February 28th, the 5th Session of the 11th CCAIA Council was held in Binzhou, Shandong Province. 63 council members were supposed to attend the meeting, and 105 representatives from 58 council members were present on the spot. Zhang Wenlei, president of CCAIA, presided over the meeting. Wang Daochen, vice chairman of the Binzhou CPPCC and secretary of the Party Working Committee of Beihai Economic Development Zone, and Yu Jiang, chairman of Befar Group Co., Ltd., delivered speeches. Zhang Wenming, the second-level inspector of the Raw Materials Industry Department of the Ministry of Industry and Information Technology, Xu Yanguang, the second-level inspector of the Trade Remedy and Investigation Bureau of the Ministry of Commerce, Xiao Dan, the director of the Basic Chemical Industry Division of the First Department of Hazardous Chemical Safety Supervision of the Emergency Management Department, and Jia Jielin, the deputy director of the Heavy Metal Division of the Solid Waste and Chemicals Department of the Ministry of Ecology and Environment, attended the meeting. They briefed on the industrial policies, trade remedies, safety production and environmental protection requirements, and proposed requirements for the chlor-alkali industry to strictly abide by the industrial policy requirements, actively carry out trade remedy work, systematically improve the essential safety level, and make every effort to do a good job in the prevention and control of mercury pollution in the production of PVC using calcium carbide method, so as to achieve high-quality development of the industry.
Zhang Peichao, vice president and secretary general of CCAIA, made a report on the 2023 annual work summary and 2024 annual work focuses of CCAIA. Zhang Xin, vice presidentof CCAIA, made a report on the standardization construction of CCAIA. Sinochem Chlor-Alkali Division, Inner Mongolia Junzheng Energy & Chemical Group Co., Ltd. and Befar Group Co., Ltd. respectively exchanged views on the production, operation and transformation and development of their entities. The meeting deliberated and voted on the "Proposal on the Report on the Income and Expenditure of CCAIA 2023 Membership Fee", "The Proposal on Patial Member Adjustment of CCAIA Council" and the "Proposal on the CCAIA New Members ". Representatives were also invited to visit Binzhou Beihai Economic Development Zone and C3C4 Comprehensive Utilization Project of Befar Group Co., Ltd.
The meeting fully affirmed CCAIA work in 2023, and believed that CCAIA adhered to the purpose of well serving the industry and enterprises, fully fulfilled its responsibilities, and worked closely around the focus and difficult issues of the production, operation and development of the industry, which achieved great results and promoted the healthy and high-quality development of the industry.
The meeting defined the priorities of CCAIA work in 2024:
1.Strengthen the party building work, improve the work system, and continuously enhance the ability and level of serving the industry.
2.Strengthen the monitoring of economic operation, field research and policy research of the industry, reflect the demands of the industry, put forward relevant policy suggestions, systematically carry out trade remedy work, and safeguard the benefits of the industry.
3.Strengthen the technical exchange of the industry, deeply promote the technological innovation, energy conservation, carbon reduction and intelligence work of the industry.
4.Fully play the role of the professional committee of each key product of CCAIA, and improve related work of each major chlorine-consuming and alkali-consuming product.
5.Strengthen the environmental protection and safety work of the industry, and improve the environmental protection and safe production level of the industry.
6.Do a good job in the industry performance of the "Minamata Convention on Mercury", "Stockholm Convention" and "Montreal Convention", and actively participate in the negotiation and development of the "Global Plastics Treaty".
7.Well run CCAIA magazine "China Chlor-Alkali" and the industry portal website China Chlor-Alkali Online, and continuously promote the collaboration of industry-university-research-application.
8.Fully play the role of standardization work committee, and systematically carry out standardization work.
9.Fully play the role of the international cooperation work committee, and actively carry out international exchange work.
